Can windows users restore split files?

Are windows users able restore split files? (ie. larger files split into parts with the 'split' command in terminal)

Or is it necessary to prepare them with one of their proprietary formats like rar?

I'm planning on sending a 23GB file in parts but one of the recipients may only have windows.
